The AI Adoption Gap in Highways: Why the Technology Is Ready But Operating Models Are Not

The highways sector is at a turning point.  Road maintenance backlogs are growing, budgets remain under pressure, and expectations around data quality and transparency have never been higher.  At the same time, AI-driven inspections, route-based imaging and automated defect detection have moved from emerging technologies to practical tools that are already changing how some authorities manage their networks.

Collecting better evidence is no longer the challenge.  The challenge is what happens next.

PAS 2161 has accelerated this shift by formalising a new national approach to road condition monitoring and mandating the use of approved technologies for nationally reported classified-road condition data in England from March 2027.  But importantly, the standard isn't prescriptive.  It encourages innovation, opens the market to different technologies and signals a wider acceptance that digital approaches are now part of the future of highways.

And yet adoption still feels uneven.  Some councils and contractors are embedding AI into everyday operations. Others remain stuck in pilots, disconnected systems and manual processes.

Why?  The conversation across the industry has moved on.  Very few people are still debating whether AI has a role to play in highways.  The evidence is growing, the technology is maturing, and policy is increasingly supporting digital approaches.

The question now is different:  If the technology is proven and the direction of travel is clear, why hasn't adoption become widespread?

The Pressure to Modernise Is Real

The case for better road condition data is no longer theoretical. England's local roads remain under intense pressure, with the latest ALARM Survey estimating a record £18.6 billion backlog to bring the network up to an ideal condition.

Public scrutiny is intensifying too. The Public Accounts Committee has criticised the quality and completeness of road-condition information available to government, while the Department for Transport continues to tighten expectations around reporting, comparability and transparency.

PAS 2161 forms part of that response. It is designed to improve consistency, confidence and comparability in the data used for both national reporting and local decision-making. The direction of travel is clear:

  • Better data is no longer optional.
  • Standardised data is no longer optional.
  • Approved digital survey methods are increasingly becoming the norm.

But none of this guarantees successful adoption.  Because adopting AI isn't simply about procuring the right technology.  It's about whether the organisation around that technology is ready to use it well.

The Real Barriers Sit Around the Technology, Not Inside It

This is where many digital transformation programmes begin to struggle. The technology itself is rarely the issue. AI inspections, route-based imaging and automated workflows are already proven. The harder challenge is everything around them: people, processes, governance and the way organisations are structured to use new information.  That's particularly true in highways.

Many authorities and contractors are trying to modernise against a backdrop of short funding cycles, changing policy requirements, local reorganisation, contract transitions and ongoing budget pressures. In that environment, long-term digital thinking can quickly give way to short-term operational priorities.

The tension is familiar across the sector. More funding has been welcomed, but the same challenge continues to be raised: short-term approaches make long-term asset stewardship harder.

PAS 2161 rightly focuses attention on improving the consistency and comparability of road-condition data. But for many organisations, the bigger challenge lies further downstream. The data still needs to move between systems, be trusted by different teams and fit within existing operational workflows.

That is where adoption often starts to wobble.  Not because the survey is poor.  But because the organisation hasn't fully redesigned what happens after the data is captured.

  • Who owns the data?
  • Where does it land?
  • Which teams trust it?
  • How does it integrate with existing works management systems?
  • What changes in practice once the insight arrives?

These are operating-model questions.  And they are often much harder to solve than procuring the technology itself.

Why Do Pilots Stall?

The highways sector isn't short of pilots.  It's short of scaled operational change.

Pilots are often the right place to start, particularly in safety and compliance-driven environments. The challenge comes when the pilot becomes the strategy. Without clear success measures, process redesign and accountable ownership, even promising technologies can struggle to become business as usual.

And that requires more than procurement. It requires governance, ownership and a willingness to redesign processes around outcomes.

Highways is a safety and liability-sensitive environment.  Teams need confidence in how AI outputs are generated, validated and applied.  PAS 2161 reflects this directly, focusing not only on data standards but also on confidence, consistency and comparability.  And rightly so.

The future of highways isn't one where engineers are replaced by AI.  It's one where they are better informed, less burdened by repetitive data collection and more able to focus on prioritisation, intervention and risk.

This is why the most effective approaches combine AI with professional judgement. Technology provides visibility.  People provide context, experience and accountability.

The Operating Model Gap Becomes Very Practical

Perhaps the clearest lesson from across the industry is this: Technology should support the way an organisation wants to work, not force the organisation to work around the technology.

That's where integration matters.  If an AI survey identifies defects brilliantly but the resulting data still needs to be manually re-entered, checked in multiple systems and interpreted outside the normal workflow, the organisation has gained visibility but not yet transformed operations.

That isn't a failure of AI.  It's a failure to redesign the operating model around the insight.  The real value comes when surveys, systems and workflows work together seamlessly.

Why Time Savings Don't Always Feel Like Productivity

Another challenge with digital transformation is that time saved doesn't automatically become value realised. If inspection administration is reduced but nothing changes in resourcing, planning or decision-making, organisations may feel the benefit without being able to measure it. The gains from AI are often indirect:

  • Better prioritisation
  • Faster responses
  • More targeted inspections
  • Stronger evidence trails
  • Greater confidence in decision-making

But these benefits only become measurable when organisations deliberately design for them.  Again, the technology isn't the barrier.  It's what happens next.

What High-Performing Authorities Are Doing Differently

The authorities and contractors making the greatest progress with AI tend to share a few characteristics:

  1. They start with outcomes. Not "we want to use AI", but "we want to improve visibility, strengthen evidence and shorten the path from detection to repair."
  2. They assign ownership. Digital transformation needs leadership and dedicated resource.
  3. They build strong data foundations. PAS 2161 improves the reporting baseline, but local governance, trust and integration still matter.
  4. They design around people. The best workflows are the ones teams can use without workarounds.
  5. And they see AI as part of a better operating model. Not a gimmick. Not a threat. An enabler.

Why Some Authorities Will Move Faster Than Others

The industry has largely moved beyond asking whether AI can identify defects.  Increasingly, the answer is yes.  But, the more important question is this:

Which organisations can operationalise that capability most effectively?
